BBC headings don't change when switching topics

Confirmed. The News scope (4.9.0) Technology department does not show BBC technology news: it shows headlines news.

news scope 4.7.0 seems to work fine. problem starts with 4.8.0

Problems starts with news scope using .so from scope-aggregator rev 165:

The bug introduced in rev 164 is that the required scopeLocalId_childDept_m map is ONLY getting set when the child scope is configured to use LANGCODE (like euronews does). BBC does not, therefore the child scope displays its default content, which is headlines, not technology.
