[stable/train/] openstacksdk-functional-devstack fails with POST_FAILURE

Bug Description

This was spotted in recent train backport https://review.opendev.org/c/openstack/neutron/+/883429

100% failing and blocking train gate, sample run: https://zuul.opendev.org/t/openstack/build/e795cfe1007042668194b398553d2b19

Obtaining file:///opt/stack/heat
openstack-heat requires Python '>=3.8' but the running Python is 2.7.17

Note the end result/fix may be just dropping the job from this old EM branch

Heat is EOL for train/ussuri with https://review.opendev.org/c/openstack/releases/+/871857 and recently stable/train and ussuri branches are dropped from the heat repo and that must have triggered this issue(as fallback to master).

So yes the job could be dropped in order to fix, if we want to fix then could pin heat to train-eol in that job.

    [Train Only] Drop openstacksdk-functional job

    openstacksdk-functional job is broken since
    heat stable/train branches are dropped after [1].

    openstacksdk train gate is also not maintained[2],
    let's drop the job from neutron project layout.
