With dibbler retirement, neutron needs a new IPv6 prefix delegation driver

Bug Description

The dibbler IPv6 prefix delegation client and server were retired last year and it is currently unmaintained. Unfortunately neutron uses dibbler-client for its default prefix delegation driver and has no other options. As distros start to remove it this could become an issue, so a suitable replacement will need to be developed. Creating this bug as a placeholder so the issue can be tracked and found by others, but more work is required to determine what options we have.
