some times rally test would fail at network scenario due to mysql data base error

Bug Description

In rally test, some time it would fail as:

NetworkNotFoundClient: Network 676e77fd-41e6-493d-b0de-a35905c621f1 could not be found.
Neutron server returns request_ids: ['req-a82e1be5-861a-42f3-9cd5-45520cc177cc']

On the neutron server, below error logs seems related:

2021-01-05 01:36:31.921 253183 ERROR oslo_db.sqlalchemy.exc_filters [req-472daf56-50a6-4731-9045-8bc9ef2eebfa - - - - -] DBAPIError exception wrapped from (pymysql.err.InternalError) (1305, u'SAVEPOINT sa_savepoint_1 does not exist') [SQL: u'ROLLBACK TO SAVEPOINT sa_savepoint_1']: InternalError: (1305, u'SAVEPOINT sa_savepoint_1 does not exist')

I guess there might some race happened. This deployment is Ubuntu 18.04 and Queens OpenStack with Percona cluster. I use 20.10 OpenSack Juju charms.
