Bug Description

policy rules in neutron-vpnaas-dashboard does not work because it points to 'network' in their policy definitions in tables.py, but horizon neutron_policy.json does not contain corresponding entries (as neutron-vpnaas is a separate code base).
neutron-vpnaas-dashboard should have its own policy.json to make the policy framework in the dashboard work as expected.

I noticed neutron-vpnaas does not provide the policy.json.... so the priority might be lower.
