Bug Description

Today in horizon irc channel we helped out a lbaas dashboard user, they were missing the collectstatic and compress steps for a complete install.

Maybe it would be more user-friendly to auto detect COMPRESS_OFFLINE = True in Django, then add the ./manage.py collectstatic and ./manage.py compress in setup.py so "pip install neutron-lbaas-dashboard" can work out of the box.
