Firewall groups, rules and policies with shared not set are not shown

Fwaas v2 dashboard for tenant view only display firewall groups/rules/policies of current tenant with shared is False, and those of all tenants with shared is True. But shared is optional in Neutron, it could leave unset. In this case, those objects are not shown on fwaas dashboard. shared with NULL value should be considered the same as False.
