Unable to set up 2 vlan IDs on vswitch for a granted user

When creating a instance, and it is attached to the VLAN awared network, there is a limitation on the current openstack-zvm implement, if these vlan awared networks are all connected to the same vswitch, the instance can only connected to one network, and have on VLAN ID. If the instance tries to connected to multiple networks, only the last VLAN ID will take effect finally. It is because the networking zvm will grant user to vswitch with vlan ID through function set_vswitch_port_vlan_id, which will call "smcli Virtual_Network_Vswitch_Set_Extended -T userid -k grant_userid=userid -k switch_name=switch_name -k user_vlan_id=1", only the last call takes effect
