Bug Description

spp-agent waits 60 seconds for the completion of spp_primary initialization after starting spp_primary now.
However, there are some cases that spp_primary initialaization does not complete in 60 seconds.

    increase timeout of waiting spp_primary initialization

    It was 60 seconds previously. Now 180 seconds.
