Bug Description

Some API extension had change names and CI is failing on stable/rocky branch:

tempest.api.compute.servers.test_instance_actions.InstanceActionsV221TestJSON

tempest.exceptions.BuildErrorException: Server 030a0ee8-a88f-4a9d-a080-8b234dfe9f79 failed to build and is in ERROR status
Details: {u'created': u'2018-08-21T12:28:31Z', u'code': 500, u'message': u'Exceeded maximum number of retries. Exhausted all hosts available for retrying build failures for instance 030a0ee8-a88f-4a9d-a080-8b234dfe9f79.'}

    Fix API extensions names

    Apparently some of the API extensions had their name changed along the
    way and networking-ovn didn't catch up with the new names.

    This patch is updating the extensions.py module so it uses the new names
    for the extensions.
