Bug Description

The centos-7 image on gate uses libvirt-2.0.0-10.el7_3.9.x86_64,
which doesn't seem to have the following fix:
https://github.com/libvirt/libvirt/commit/07262221234af0902cc649c1c991e8f11fa350d9

openstack version is master.

    gate_hook: Enable test_server_connectivity_reboot on centos

    Currently the gate uses the following version of libvirt,
    which seems new enough.

        libvirt-3.2.0-14.el7_4.3.x86_64
