fix for 1541244 disallows configuring multiple extra conf files

Bug Description

We can specify multiple extra conf files in local.conf like Q_PLUGIN_EXTRA_CONF_FILES=(l2gw_plugin.ini networking_bgpvpn.conf) This is required when trying to run multiple service plugins.

However, fix for https://bugs.launchpad.net/networking-l2gw/+bug/1541244 that went in https://review.openstack.org/#/c/294145/ overrides user specified configuration and sets Q_PLUGIN_EXTRA_CONF_FILES=(l2gw_plugin.ini). This means user cannot configure any other plugin with L2GW.
