Bug Description
This is related to bug 1557355.
Currently our DevStack plugin depends on values populated in Ironic's devstack plugin. For the sake of functional testing it should be possible to install, configure and test the generic_switch plugin in a DevStack installation consisting of Keystone and Neutron only.
