Bug Description

Most of the requirements in requirements.txt and test-requirements.txt are already specified in Neutron requirements. If one of the versions gets updated, this could lead to version conflicts, as one of the projects already merged the change, while the other did not. Therefore we should only list the requirements for networking-dpm and rely on the common ones specified in neutron
