Bug Description
The UCS Manager plugin currently assumes that there is a single UCS Manager instance per Neutron server instance. In larger deployments, it is possible that there are several UCS Manager instances where each instance controls a subset of hosts. This is different from a UCS Manager in a redundant setup. In this case, each Fabric Interconnect and UCS Manager instance are responsible for managing a subset of hosts within the cloud.
The UCS Manager plugin should be able to detect the UCS Manager instance that manages the host where the VM is being launched. The plugin then proceeds to configure the correct UCS Manager instance with the appropriate configuration.
