Need to remove legacy code from Cisco CSR1kv Devstack plugin

Bug Description

The CSR1kv Devstack plugin has a devstack legacy code. In order to avoid future issues (configuration errors) the code should be removed. The devstack plugin should rely on devstack/master code during configuration neutron core features. And it should contain only CSR1kv related code.
