Bug Description
When we are trying to bring up an instance in Openstack with SR-IOV vNIC, the instance is coming up to "Active" state and immediately going to "Shutoff" since there is a “Power state mismatch” between hypervisor and the DB.
Please find below the log message from the COMPUTE.
After life cycle events, the power state must be same in the hypervisor and the DB, but after the lifecycle event there is a continuous mismatch between the two alternatively and the instance goes down.
