Bug Description
Enables the Cisco CSR1kv and routing with the openstack Kilo Release.
Set up the Keystone, Neutron services for the CSR1kv and starts a cisco config agent process.
Adds 'cisco-csr' service in the localrc to enable the csr1kv routing.
