Bug Description
Issue: Duplicate switchport VLAN config command is sent to Nexus switch when additional VM is launched at the same compute node with the same network
Steps to repro:
1. Launch a VM with network X at compute host A.
2. Check screen-q-svc.log for the Nexus switch config commands sent.
3. Launch a second VM also with network X at compute host A.
3. Check screen-q-svc.log. Notice the same switch port VLAN config commands are sent again.
