Netplan does not apply on boot

Bug Description

Netplan only applies if crontab is modified to include:

@reboot /usr/sbin/netplan apply

Otherwise, network interfaces are not configured

/etc/network/interfaces file is also commented out

Running Ubuntu Server 18.04
