Feature request: Blur behind transparent parts of launcher

Bug Description

The netbook-launcher could blur the parts of the wallpaper behind transparent parts of the interface. This would make it easier to see at a glance icons and the like, instead of having to rely upon darkening the transparent sections. I've attached a mockup of what this could look like.

I can't see it being terribly difficult to do; it wouldn't need to be blurred real-time, but rather a blurred copy of the wallpaper could be created when a new wallpaper is selected, and then pieces from it used instead of the unblurred wallpaper in areas where the user interface is in the way.

I'd love to work on it. And I realize that it'll get done a lot faster if I do. (If it even gets done at all if I don't!) But I don't know what to do or even where to begin.
