Use the launcher as a menu alternative to Application / Places / System
And using a standard desktop which could add widget allows different function ...

Oh, btw, lucid version enables now to install both netbook-launcher and vanilla ubuntu desktop session, choosing at start in GDM. This should fulfil your need.

Why not made addition category tab named "Desktop" and display desktop content in it (as icons)?
