When/where does this happen? Do you mean the tooltip that appears when you hover over icons in gnome? You should file this bug against a package in Ubuntu e.g. nautilus when this happens in gnome (not only against the papercuts project).

turnick, I'm finding it difficult to understand what is the issue you're trying to describe. Could you please try and update the bug title and description accordingly? For now, the bug report is incomplete. Thanks!

long folder/file names on the desktop are truncated when not selected, however on selection the names are displayed in all their full multi-line glory that may cover icons below them. Selection / deselection toggles the name clipping off and then on again.

To replicate try naming a folder on your desktop as a multi-word phrase ... maybe this sentence.

This appears to be more of a deliberate upstream design decision than a trivial usability bug.

A little bit also a usability bug, because I cannot read the folder below
