This is problematic to detect. _NET_WM_PID could be used to group windows from the same process to certain dekstops, but apps like Firefox would presumably need to be exempt. The dev tree allows this command:
place <WM_CLASS> on|off <group>
...which could be a work around to force pidgin WM_CLASS(es) to a single group.
