Bug Description
Found that env.py is going around oslo_db and not using the complete engine facade when connecting to the database. This is causing some options to not activate functionality in oslo_db. In particular, this is preventing the mysql_enable_ndb option from being processed. This behavior does not match up with the other database operations in Murano which follow the oslo_db facade via the session.py module.
