[core library] Dependent resources are not deleted during environment deletion

Bug Description
All associated resources should be deleted on environment destroy.
Anything that refers to deleted environment (everything, connected to Instance such as Floating IP addresses) should be deleted too.
Now all that resources are continue to exist after environment deletion.

If some resource would be created by applications in "create if exists" fashion, like router, "complete" deletion will cause deletion of this resource and it will break dependent apps.
