The neutron kilo package still relies on /etc/neutron/
Please update the package for 9-Kilo to use the proper init files.

Why should it rely on ml2_conf.ini?
I thought the idea was to unify startup args for neutron services. That's why generic /etc/neutron/ plugin. ini keeps plugin-specific conf (it's a copy of /etc/neutron/ plugins/ ml2/ml2_ conf.ini)
