Bug Description
We are going to use upstream puppet-ceph module, but we faced an issue, that we are missing /etc/init/

The place, where deployment fails:

It seems that it won't break anything in Fuel, because right now radosgw is started by /etc/init.d/radosgw that parses ceph.conf for 'client.radosgw' keyword and starts them.
