Bug Description
Detailed bug description:
MOS uses special version of haproxy (with "include" support). This version is not packaged and not available for Ubuntu Xenial (16.04).
Steps to reproduce:
Install Ubuntu 16.04, add MOS repos, try to install haproxy.
Expected results:
Patched haproxy is installed.
Actual result:
Default haproxy is installed.

MOS can't run on 16.04 without this package.
