Feature request: add captcha to horizon login page

Bug Description
Please add ability to set captcha in case user make more than 3 unsuccessful login attempt.
It prevent brute-forsing login/password pair from horizon login page.
Default value for unsuccessful logins without captcha 3 (should be adjustable)
Default captcha for logins: disabled.
After enabling capcha, user can make 3 logins attempts without captcha. rest attempts should also enter captcha verification.

Not going to add this new feature in 9.0, because we don't have time for this neither in upstream, nor in downstream (FFs are passed).
