Bug Description

If we have known applications/services which have no Nagios checks (but most do), it would be nice to specify "nagios-check skip-applications=foo,bar" rather than having to specify every application/service to be checked.

We already have skip-checks-extra, but this is different we want to exclude all checks (if any) for a given application/service.
Implementation should be similar to skip-checks-extra though.
