install deps fails to run without sudo

Bug Description
in attempting to hack and help debug issues I wanted to run the test suite for mojo. make test failed with missing deps. make install-deps failed because it was writing to system python site-packages. Running it with sudo make install-deps worked, but seems like it should be unnecessary for a dev environment.

this means to get the tests to run I have to sudo setup.py develop to get the test deps installed as well.
