enable media import function, need to run "su ume" command in terminal

Bug Description

reproduced step:
1) enable media import function.
2) need to run "su ume" command in terminal.
sync with dev: maybe this is gnome-volumne-mamager issue

expected result:
hope can fix this strange issue.

The description for this bug is extremely sparse and confusing, so let me guess what the issue is:

If an image is created that does not include moblin-media-import, and if that image is installed to a device, then 'enabling media import function', (i.e. running the command "apt-get install moblin-media-import") will not immediately result in the device presenting the import UI when a new USB key or SD card is plugged into the device.

If the above description is a correct characterization of the issue, then this is not a bug since the complete installation of the import functionality is not complete until the device has been restarted.

rusty: restart device also can't enable media import. must do "su ume" after every restart device. then it will pop the import window when plugin USB disk.

The magic command 'su ume' is evidently twiddling some bits that cause check-foreground-console to report that the terminal is not in the foreground (like what you get on a distribution like Ubuntu where you can change users without logging out, so applications need to figure out if there is an active session that is valid to display on.)

This is almost certainly not a moblin-media bug, but I'm keeping this open till the real root causes is identified, and then the bug will be updated.

This needs to be root caused to something besides the media player. Does this only exist with Moblin or other distributions?

Per discussion, this bug doesn't appear on UME, we will retest it on Hardy if we can see the issue.
