Mistral dashboard extension does not take permissions into consideration

Bug Description

When dashboard extension for Mistral is installed in Horizon, new dashboard "Workflow" should be displayed only when the service is available in service catalog returned by Keystone.

I think the Workflow Dashboard is displayed only when service is available. Feel free to confirm it if there is a problem.

No, it's displayed always, doesn't matter if the endpoint exists.
