Bug Description
If a parent session has multiple surfaces, there's no way of tying the surface of a prompt session helper to one of them.
So, if a prompt session helper surface is a dialog, for instance, the shell has no way of knowing on top of which top-level window from the parent session that dialog should be on top of.

Is prompt session a server-only thing?
