Bug Description
Currently surfaces can only be moved by the compositor. Since the inside of a surface is controlled by the application that created it this means you cant drag a surface by clicking inside it. This is useful for windows that implement their own window decorations (i.e. client side decorations).
A suggested way of implementing this is for the surface to say "move with the cursor" after getting a click/touch event.
