Using PopOver for Downloads

Bug Description
This is not a bug, but an enhancement, i propose taking a look at firefox's current implementation for downloads:
A single download button on the toolbar, glows green on new or finished download, on click opens a PopOver-like widget listing the downloads with its respective progress bar.
I love that design, the only thing i would dare criticize is not having at least small pause and stop buttons for each download on the widget.
I believe the current design is completely inefficient for the following reasons:
1-one has no direct way of accessing downloads, the only way i'm aware of is opening the side bar, this requires one to check the hole menu looking for the option to open it.
2-It doesn't look nice at all and provides little use
This is why I propose this, any comments? ideas?
I'm not a developer so cannot do it myself, is PopOver even usable for such thing?

This has been discussed before. IIRC, it was decided it could be tackled in a few different steps:
1. Add the download button to the toolbar while there are active/not-cleared downloads. For the moment, this would open/close the sidebar to the downloads section. bug #954583
2. Update the design of the sidebar. This should be more or less put in line with what the new design of the popover should look like.
3. For users that have Granite, remove the tab from the sidebar and use a popover instead.
