Bug Description
The DaD output for the merge of slashem 0.0.7E7F2-3ubuntu1 and 0.0.7E7F3-1 included Maintainer Mangling and a changelog entry only . Dad should recommend SYNC when the only remaining change is the Maintainer / XSBC.Original-

This case, when Debian merges *exactly* the Ubuntu changes, isn't really frequent.
Even if DaD recommended to do a sync for such package, someone would still have to test build and request the sync.
So I think that's not worth it.
Thoughts?
