I guess your screen resolution is too small for the minimal width Maya needs. I think the minimal size is 700 (at least in the german translated version). So you need at least 1400 "pixels wide" screen to use the snap-feature.
Can you give me your screen resolution and i'll see if i can come down to the needed min-width.
