ctrl+drag does not allow copying file into same folder

Bug Description
Usually you can use drag&drop to copy files by pressing the ctrl, or to create symlinks by pressing ctrl+shift.
In marlin this works only for dragging items into another location (onto a folder icon, into another tab). When you want to create a copy/alias a file in the same folder, it shows the cursor for no drop target.
The desired behavior/feature would be to create the copy/symlink but increment the name to solve the name conflict. When droping the item into another folder, name conflicts are already handled: for copying, a dialog pops up, and for symlinking the link is named something like "link to <file>".
