Manila jobs started failing after the base ubuntu image for devstack was migrated to ubuntu 22 by default. It is a community wide goal [1] and all projects should adhere to the newest versions.
The LVM job started failing due to the lack of one package: quagga. It supposed to be provided by the zebra package, but it is no longer available on ubuntu 22.
The recommendation from both CentOS and ubuntu is that the usage of quagga should be replaced by frr.
Steps to reproduce
==================
Try to setup Manila in a devstack using the LVM driver, and with IPv6 enabled.
Expected result
===============
Devstack should set up properly
Actual result
=============
Devstack fails with the lack of the quagga package.
