Link supported protocols and share types when creating a share

Bug Description
When creating a share, the panel asks the user to specify the desired protocol and share type. As there may be limits which protocols/type combinations are supported, it would be helpful if these tuples could be specified in the config (or even extracted programmatically) in order to reduce the choice for types presented to the user after he has selected a protocol.

Once that is implemented, the UI will be updated to show only storage protocols defined in the share type as extra-specs. If not defined, the protocols allowed will be derived from the config option introduced as a fix for https:/ /bugs.launchpad .net/manila- ui/+bug/ 1622732.
