Bug Description

Wrong text formatting in the devref results in the tox -edocs job throwing some errors and warnings. These are however ignored and just keep piling up: http://paste.openstack.org/show/497818/

    Fix tox errors and warnings in the devref

    Formatting errors have crept into the manila devref
    and have been accumulating over time. It would
    be nice to fix these as part of the devref cleanup.
