Messages with empty subject lines not linked from index pages in archives

Bug Description
In Mailman 2.1.14, if a message is submitted to the list with an empty Subject: header, the message is processed for archiving, but is not linked from the Date-, Subject, etc. indexes.

I can't duplicate this. If I post a message with no Subject: header or with an empty Subject: or one consisting only of spaces, and the list has no subject_prefix, the message is archived and indexed with subject "No subject". If the list has a non-empty subject_prefix, the message is given a subject consisting of the prefix followed by "(no subject)" and archived and indexed with that subject.
If you can reproduce this, please tell me how.
