Bug Description

Error : swarm node error, swarm-agent.service: Failed at step EXEC spawning /usr/local/bin/notify-heat: Permission denied

when swarm-agent is not running on swarm nodes; these command may be solution:

echo '/var/usrlocal/(.*/)?bin(/.*)? system_u:object_r:bin_t:s0' > /etc/selinux/targeted/contexts/files/file_contexts.local

restorecon -R /usr/local/bin

magnum master supports fedora-24 image with some changes in master:-
https://review.openstack.org/#/c/405235/

The bug is only for magnum stable/newton and fedora-24 image.

We have to decide if we support fedora-24 in stable/newton then we have to fix this bug and the other bug: https://bugs.launchpad.net/magnum/+bug/1658010
