Bug Description

https://opendev.org/openstack/magnum/commit/9d543960d2827ede5be4f851b1cb62c986981f32 was added a few years ago to limit podman logs to 50m though it does not seem to be working at this point.

Switching the file to /etc/containers/containers.conf containing:
```
[containers]
# Maximum size of log files (in bytes)
# -1 is unlimited
# 50m
log_size_max = 52428800
```
seems to work.
