Copy service logs on timeout

Currently the task of copying logs from the openstack services happens after the test task. When the test job times out in devstack, the logs never get copied (http://logs.openstack.org/27/278127/8/check/gate-functional-dsvm-magnum-api/d898ebc//console.html).

Let's see if we can symlink the logs into the correct place to get them stored to logs.openstack.org before testing starts so that we get the logs regardless of timeout.
