Bug Description
As suggested in comments to this patch:
Please adjust all heat templates with hardcoded timeouts to use a parameter for the timeout and allow the timeout value to be passed in by python-magnumclient in a way that the user can override it with an optional CPI parameter or API call parameter. Look for existing timeout value implementations in Magnum for guidance.
