Bug Description
This is a scenario where a node that was never successfully commissioned can reach the ready state. The node is enlisted then commissioned but commissioning fails. The node is then marked as broken and subsequently marked as fixed. The last them has the node transition to the Ready state with no commissioning files being available.
Should a node that was never previously commissioned be allowed to go to ready state? Note that the behaviour is the same whether or not the node had been previously commissioned. In other words, if I recommission a node and commissioning fails then Broken --> Fixed will give a Ready node with no commissioning files.
