Provision ESXi with MAAS tutorial has invalid steps

Bug Description

The tutorial (https://maas.io/tutorials/maas-esxi-quickstart#1-overview) uses an old tar for the instructions. The tar is outdated and the procedure as a whole no longer works.

If you try to follow the tutorial step by step the tar is missing the git submodules. The new recommended procedure from Lee Trager "At this point I think we should stop pointing to the tar and just link to GitHub we only had the tar because we initially weren't sure if packer was going to be open source or not Now that it is it's safe to point to GitHub"

there are more problems with this tutorial, such as requiring registration to get packer templates, i think i'd like to talk this over with SEG before updating.
